In a landmark move aimed at alleviating the financial burden on students and graduates, the Australian Labor government, under Prime Minister Anthony Albanese, has announced a comprehensive plan to reduce student debt and reform the repayment system. This initiative, set to take effect from June 1, 2025, is poised to benefit approximately three million Australians by implementing a 20% reduction in student loan balances and introducing a more equitable repayment structure.

20% Reduction in Student Loan Balances
The cornerstone of the government’s plan is a 20% cut in outstanding student loan debts, including those under the Higher Education Loan Program (HELP), Vocational Education and Training (VET) Student Loans, and Australian Apprenticeship Support Loans. This measure is expected to eliminate around $16 billion in debt, providing significant relief to borrowers. For instance, an individual with an average HELP debt of $27,600 would see approximately $5,520 wiped from their balance.

Adjustment of the Repayment Threshold
In tandem with the debt reduction, the government plans to raise the minimum income threshold for compulsory student loan repayments from $54,000 to $67,000, effective from July 1, 2025. Under the new system, repayments will be calculated only on income exceeding this threshold. For example, an individual earning $70,000 would pay around $1,300 less annually in repayments compared to the current structure.

 

Reform of the Indexation Mechanism
Addressing concerns over the escalating student debt due to high inflation, the government has reformed the indexation mechanism. Previously, student debts were indexed based on the Consumer Price Index (CPI), which led to significant increases in debt balances. The new policy caps indexation at the lower of the CPI or the Wage Price Index (WPI), ensuring that debt growth does not outpace wage increases. This change has already resulted in a reduction of the indexation rate from 7.1% in 2023 to 3.2% in 2025 .

Implementation Timeline and Legislative Process
The proposed reforms are scheduled to be introduced as the first piece of legislation when Parliament reconvenes in late July 2025. Once passed, the 20% debt reduction will be applied retrospectively to balances as of June 1, 2025. Borrowers will not need to take any action to receive the reduction, as the Australian Taxation Office (ATO) will automatically adjust the balances.

Broader Educational Reforms and Support Measures
The student debt relief initiative is part of a broader agenda by the Albanese government to make education more accessible and affordable. Other measures include:

  • Commonwealth Prac Payments: Starting July 1, 2025, eligible teaching, nursing, and social work students undertaking mandatory work placements will receive weekly payments of $331.65 to alleviate financial pressures during unpaid practicums.
  • Needs-Based Funding: From January 1, 2026, universities will receive additional funding for each enrolled student from low socioeconomic backgrounds, First Nations communities, or regional areas, promoting equity in higher education .

The debt relief policy has garnered widespread support, particularly among younger voters who played a pivotal role in Labor’s recent electoral victory. In electorates with high concentrations of student debt holders, Labor secured significant gains, indicating strong public approval of the initiative.

However, the policy has faced criticism from opposition parties, with some arguing that it may not address the root causes of rising education costs. Despite this, the government’s commitment to reducing financial barriers to education remains steadfast.

The Australian government’s plan to cut student debt and reform repayment structures represents a significant step toward easing the financial burden on students and graduates. By implementing these measures, the government aims to promote greater access to higher education and support the economic well-being of its citizens.
