A Massachusetts police officer and her husband are facing horrifying criminal allegations after both were arrested and charged in a disturbing child abuse and rape case that has shocked the local community. Samantha Pelrine, 31, an officer with the Plymouth Police Department, and her husband, Daniel Forand, 37, were arraigned in Plymouth District Court on Thursday, March 26, after an alleged victim came forward with claims of years of abuse. The case has drawn major attention because one of the accused is a sworn police officer, adding another layer of public outrage to an already deeply disturbing situation.
According to reports, the alleged victim is now an adult male who told investigators he had been sexually abused over a period of several years. Authorities say the abuse allegedly began when he was still a teenager and continued until 2025, with separate claims of physical abuse extending into 2026. The allegations have sparked intense reaction online and across Massachusetts, where many people have expressed disbelief that someone trusted to uphold the law could now be facing such severe accusations.

Serious Charges Filed Against Both Defendants
Prosecutors say Daniel Forand faces the most extensive list of charges in the case. According to the Plymouth County District Attorney’s Office, he has been charged with 12 counts of aggravated rape of a child, six counts of indecent assault and battery, one count of assault and battery, and one count of assault and battery with a dangerous weapon. Samantha Pelrine, meanwhile, has been charged with three counts of aggravated rape of a child and one count of statutory rape. Both defendants have pleaded not guilty to all charges. The allegations are especially alarming because the accused couple were reportedly the legal guardians of the alleged victim. Court records cited by local outlets say the victim moved into their home when he was younger, and the couple later became his legal guardians. Prosecutors and court filings indicate the alleged sexual abuse began after that guardianship was established, a detail that has fueled even more anger and concern from the public.
Court Appearance and Bail Conditions
Both Pelrine and Forand were arrested at their home by Massachusetts State Police without incident before appearing in court for arraignment. A judge set Pelrine’s bail at $10,000 and Forand’s bail at $25,000. Reports say both were released after posting bail, but strict conditions were imposed as the case moves forward through the legal system. Among those conditions, the pair were ordered to have no contact with the alleged victim and to stay away from minors. They were also required to surrender firearms, and the court scheduled their next appearance for June 8. The bail terms reflect the seriousness of the allegations and the concern surrounding public safety as prosecutors continue building the case.

Police Department Responds With Strong Statement
The Plymouth Police Department released a strongly worded public response after news of the arrest broke. In its statement, the department said it was “appalled and deeply disturbed by the allegations” and emphasized that officers are expected to uphold the highest standards both on and off duty. Officials also confirmed that Pelrine’s duty status is under review and that an internal investigation is underway. Pelrine had already been placed on paid administrative leave on March 17 after Massachusetts State Police informed the department about the criminal investigation into her off-duty conduct. The department has said it remains committed to accountability and transparency as the case proceeds. For now, the investigation remains active, but the accusations against Samantha Pelrine and Daniel Forand have already shaken the community and left many people stunned by the severity of the allegations.
